Justin is responsible for environmental, social and governance (ESG) policy development and integration as well as identifying, developing, and executing impact investment strategies for new and existing clients. Among other things, his impact-related duties include leading new product development initiatives with a focus on the myriad of impact opportunities available within forestry and the forest investment sector. In these capacities, Justin works across TIR’s functional areas (Research, Investment Analysis, Acquisitions, Real Estate, Forest Management, Portfolio Management, Marketing and Client Service) to optimize shared value for the firm’s clients and other stakeholders – the goal being to further position the firm as a thought-leader in the rapidly growing field of impact investing.
Justin joined TIR in 2021 from Pacific Community Ventures (PCV) – a community development financial institution based in Oakland, California that is recognized as one of the most experienced impact investment organizations in the United States. As Managing Director of PCV’s Research and Consulting practice, he led a team focused on developing and implementing customized impact investment strategy and measurement frameworks for institutional investors and fund managers. His team regularly published field-building research, including “The Impact Due Diligence Guide, Economically Targeted Investments by U.S. Pension Funds,” and “Defining and Measuring the Creation of Quality Jobs.” Prior to his tenure with PCV, Justin led the African forestry firm, Couloir Global Investors. Earlier in his career, he was a Senior Consultant with the Minneapolis-based institutional investment consulting firm, Jeffrey Slocum & Associates (now part of Mercer), which provided advisory services for clients and oversaw $125 billion in assets. As a senior member of the firm’s Endowment and Foundation team, he managed many of its relationships with nonprofit clients. During his tenure at Slocum, Justin also created and managed the firm’s Responsible Investment Team, which oversaw ESG integration, impact investing and thematic investing in sectors such as alternative energy, microfinance, and green infrastructure. Justin holds a BA in Economics from St. John’s University and an MBA with honors from the University of Chicago’s Booth School of Business.
